Hello all,
I have a Vulpix at the moment which I'll evolve into a Ninetales as soon as it learns Extrasensory. I'm going to replace either Fire Spin or Will'o'Wisp, but I'm not sure which one I'd want to keep.
Your thoughts?
(Her other moves are Flamethrower and Confuse Ray)

What I would do is replace Confuse Ray. I think Extrasensory, Will'o'Wisp, Flamethrower and Fire Spin would be good, but I'm not a fan of Fire Spin, So I'd replace that with something else, But that's just me. There's not really any point in having Confuse ray and Will'o'Wisp, because they are both status inflicting moves. Plus I think a burn is worse on the foe, but others may think otherwise.

Energy ball (cover your water/ground weakness. but is only an egg move wtf O_o) or Calm mind/nasty plot

Definitely will'o'wisp. More utility, in my opinion. You don't need another attack.

Get rid of fire spin since it does less damage than will O wisp and firse spin does'nt look as good so you can cause hell since it burns and it is continueous and does not die off after five turns and look good doing it

Will-O-Wisp for the sole purpose of the burn and cutting the opponents attack in half.

I've personally used a Ninetales with this moveset:
-Flamethrower
-Energy Ball (Yes, you do have to breed to get this move)
-Hypnosis (Egg move too)
-Nasty Plot
This is very effective, but I guess if you want Will-o-Wisp, you should replace hypnosis with that.
