Not true that you can only get Legends from in-game or Nintendo Events. Just have Action Replay for GBA SP with the Encounter Pokemon codes (found at [url]codejunkies.com[/url]) and you can catch any Pokemon (avoid using Sunflora, its bugged).

I believe the implied meaning of the guide was that you can only obtain certain Legendaries legally via Nintendo Events. Action Replay or Gameshark are cheating devices, and so do not count as methods for obtaining Pokemon.
