There's a Problem with it, it told me my hidden power was Water when it was Electric

When you follow the route i circled Red, there should be another step because it could be Electric or Water but it just says that your pokemon has HP Water

Er, one more thing. Actually, if the third test (i.e. the one against a pure Grass type) does regular damage, it can be Hidden Power Steel as well, no? :?

Try against a pure Water-type. Then you'll see if it's Electric or not.

Also, try against a Fire-type, see if it's SE or no.

That'll tell ya if it's either Water or Electric, and if it's neither, it's Steel.

Correct me if I'm wrong, but if the test against a pure Grass type deals regular damage, it can either be HP Dragon or HP Steel, not just HP Dragon alone.
