Which is considered better in competitive battling, Flamethrower (which has 95 power and 100 accuracy) or Fire Blast (120 power and 85 accuracy)?
On average, Fire Blast causes more damage, since p*P = (120)(.85) = 102 > (95)(1) = 95.
But missing a move can certainly have a huge influence in a battle, and no one likes to lose just because their fire attack didn't hit that Scizor.

I say Flamethrower for reliability and more PP, but it's pretty much your call. If you're running a Choice Specs/Scarf set, then I'd advise Flametrower, as it would not be fun to be locked into Fire Blast and only hit say 2 out of 5 tries.

It depends entirely on the Pokemon using the moves.
For example, if you're running a Physical sweeper holding Choice Band, but you want a way to deal with Skarmory, Fire Blast is always the way to go. If you're using a Fire-type, either one can work usually. If you're using a non-Fire-type that can take a hit, Flamethrower might be preferable. If you're using a Pokemon that really needs the extra power of Fire Blast because it can't KO something with Flamethrower, then Fire Blast of course should be used.
