I think it said on the rules it wasn't the Pokemon to target it was the move. Try reading the rules if you don't understand.

Sorry, but I don't think you know the rules. Look:

So the move doesnt have to be super effective to the last MOVE, but it MUST be effective to the last POKEMON. I hope you understand now.
